Our client is seeking an experienced and motivated Property and Retirement Living Operations Manager to lead the maintenance, compliance and contract management functions across their retirement living and aged care portfolio in Perth. This is an excellent opportunity for a strategic yet hands-on leader who is passionate about creating safe, well maintained and welcoming communities. Reporting directly to the CEO, you will work collaboratively to align operational outcomes across your areas of responsibility with the organisation’s broader objectives. As a member of the Senior Management Team, you will provide expert internal advice to the CEO and Senior Manager, contributing to key decisions and the ongoing direction of the organisation.
As the Property and Retirement Living Operations Manager, you will bring a strong knowledge and understanding of contract management, retirement living, and property and facility maintenance standards, policies, legislation and statutory requirements. You will maintain an ongoing awareness of the internal and external environment, as well as changes in customer and workforce expectations, ensuring the retirement villages and aged care facilities continue to meet the needs of residents and the organisation.

Lead the maintenance, compliance and contract management functions across the retirement living and aged care portfolio.

Oversee property and maintenance across the Residential Aged Care sites, Retirement Villages and Corporate Office, including all buildings, grounds and equipment, ensuring preventative and corrective maintenance programs are planned and delivered in a timely manner.

Develop and manage long term capital maintenance, capital replacement and asset management plans, forecasting replacements and upgrades in line with the annual budget cycle, capital maintenance and reserve funds, and regulatory obligations.
- Prepare, manage and report on operating, maintenance and capital budgets to achieve financial targets, including purchase orders, quotes within delegated authority, maintenance inventory and customer charges.
- Provide the CEO with monthly reports on budget variations, capital and maintenance plans, village vacancies and turnover, complaints, feedback, risks, incidents and contract reviews.
- Manage contractors and suppliers, including tendering, contract negotiation, performance monitoring, management of variations and annual contract reviews to ensure effective, best value agreements.
- Ensure compliance with the Retirement Villages Act and Regulations, Aged Care Act, Aged Care Quality and Safety Standards, work health and safety legislation, building and fire safety regulations, Privacy Act, Fair Work Act and all other statutory obligations.
- Manage the retirement village re-leasing process, including outgoing inspections, timely and cost effective refurbishment of units, pricing recommendations to the CEO, and collaboration with sales and settlement agents and the finance team.
- Build positive relationships with residents, resident committees and internal stakeholders, attending budget meetings and AGMs, and maintaining clear and transparent communication about planned works and concerns.
- Review and update Retirement Village policies, procedures and documentation, and advise the CEO on legislative changes, contract negotiations and lease for life agreements.

Maintain accurate and up to date electronic maintenance and records systems.

Undertake audit and reviews as per quality management system and identified gaps, risk or improvement opportunities.
- Lead, supervise, develop and performance manage the maintenance team and direct reports, reviewing resourcing to ensure productive and efficient outcomes.

Ensure 24/7 maintenance and retirement living coverage.
- Promote a safe, collaborative workplace, using a risk management approach to monitor, report and analyse hazards, incidents and quality issues, and identify continuous improvement opportunities across systems, processes and service delivery.

Tertiary qualification in Business, Commerce or Contract Management.

Prior experience in property maintenance and contract management services, compliance and administration.

Knowledge of and/or experience in retirement living or related business operations.

Demonstrated ability to work at both a strategic and operational level.

Demonstrated curiosity, accountability and drive and risk management skills

Ability to manage and prioritise a diverse and changing volume of work.

Proven experience in meeting budget outcomes and managing variations effectively.

Demonstrated experience managing staff and resources across areas of responsibility.

Highly developed interpersonal and written communication skills.

Current National Police Clearance.

Current C Class Driver Licence.
